Dude! Robby and Leigh Ann just had that and I just assumed it had something with the laundry, though I had not changed anything in the laundry doing. Weird! Maybe it is a virus! The good thing is it is very short lived (under 24 hours)
Could be prickly heat. I had something very similar in the Marines from doing a classic speed hike wearing polyester next to my skin. I was cold then hot, then thought I had fire ants eating me alive. Since then I can get it from the right combo of heat and wet.

In our experience hives are bigger and more raised. But he definitely has a rash!
I think my kids' 5th disease was a much more lacy (smaller, more delicate) rash.
